I am directed by the Earl Grey to transmit to you, for the consideration of the Lords Commissioners of the Treasury, the copy of a despatch and its enclosures from the Governor of Hongkong, reporting certain circumstances alleged against Mr. W. Napier, Civil Engineer and Clerk of the works in that Colony, for an alleged breach of Contract.
