Mr. Hawes
I hope they will, but it is unfortunately plain that the want of freight brought him into this difficulty. His illness, I presume, in his former capacity, prevented him from exerting that control over the steamers which he would have done.
Recommend strong by Lord Grey to Print out the papers relating to the subject.

Sir,
I am directed by the Earl Grey to transmit to you, for the consideration of the Lords Commissioners of the Treasury, the copy of a despatch and its enclosures from the Governor of Hongkong, reporting certain circumstances alleged against Mr. W. Napier, Civil Engineer and Clerk of the works in that Colony, for an alleged breach of Contract.
